FAQ: important questions about the points catalog

The points catalog, which was introduced at Frankfurt Airport in January 2018, is intended to increase safety on the apron. It complies with the requirements of the EASA and the Hessian Ministry of Transport (HMWEVL). Here are the most important questions about it.

No. A points account will only be opened if a driver breaks a
rule that incurs points.

Anyone who is to be given points will be informed accordingly
in a letter sent to their work address.

Drivers can take part voluntarily (if they have up to five points) in a traffic behavior seminar to deduct two points from their current points account on a single occasion. If participation in such a seminar is mandatory (for drivers with six or seven points), their points tally will be reduced by one.

If the points tally falls to zero, the account will be deleted. If a driver incurs more points again at a later date, they can attend another seminar up to a points tally of five.

This depends on the points tally.

One or two points: Anyone attending the “Safe traffic behavior in the movement areas” seminar voluntarily will have all their points expunged. However, a points tally can only be reduced in this way on one occasion. Nevertheless, if the points tally falls to zero, the account will be deleted. If a driver incurs more points again at a later date and thus opens a new account, they can volunteer to attend another seminar.

Up to five points: A driver’s points tally will be reduced to zero if they do not incur any more points within 12 months of their last infringement.

Six or seven points: A driver’s points tally will be reduced to zero if they do not incur any more points within 24 months of their last infringement.

Eight or more points: A driver’s points tally will be reduced to zero after attending the “Regaining driving/access authorization” seminar and after the end of the four-week driving/access ban.

The points account will be deleted completely when its balance is zero.

The measures will depend on the driver’s current points tally and the severity of the warning they have received.

At the first warning level (1 to 5 points), the airport operator will take no further action. However, road users can take part in the “Safe traffic behavior in the movement area” seminar on a voluntary basis.

At the second warning level (6 or 7 points), they will be required to attend the “Safe traffic behavior in the movement area” seminar. If they fail to do so, they will incur an extra point on their points account.

Anyone reaching eight points will have their driving authorization (for persons with an apron “F” and/or maneuvering area “R” driving authorization) revoked by the airport operator for four weeks. Persons without driving authorization for the apron or maneuvering area will be prohibited from accessing the movement areas for four weeks.

If you think that you are being unjustly accused of breaking the traffic and licensing rules, you can make a written statement on the infringement within 14 days of being notified of it and of the intention to issue you with points. Statements are to be sent to: Fraport AG – Punkteverwaltung, 60547 Frankfurt am Main.

Punkteverwaltung (Points Management) will reassess the planned issuing of points based on the statement submitted and will notify the complainant of its decision in writing.

You may appeal against this decision by Points Management, in writing and with appropriate justification, within one month of it being communicated to you. Appeals are to be sent to: Fraport AG – Punkteverwaltung, 60547 Frankfurt am Main. You can also reach the Points Management by e-mail at Info-Punktekatalog@Fraport.de.

An appeals committee will make a final ruling on the appeal.

Employers will be informed in writing after the points have actually been issued. They will also receive written notification of what action has been taken.

You must exchange your Airport ID Card at the Airport ID Card Service Center within three months. We recommend arranging this with your immediate superior.

If you have been banned from driving, you will be given an Airport ID Card with the same access authorization but without the corresponding “F” or “R” driving authorization.

If you have been given an access ban, you will need to exchange your Airport ID Card (with “red” or “yellow” access authorization) for one with “blue” or “green” access authorization. If you fail to do so, your ID card will automatically be blocked after three months.

You will need to attend the “Regaining driving/access authorization” seminar before you can have your driving or access authorization restored. Please clarify with your employer whether they will sign you up for the seminar or if you will have to do so yourself.

At the end of your four-week driving or access ban, you can go to the Airport ID Card Service Center to swap your current Airport ID Card back for one containing your previous authorizations.

If you have been issued a temporary driving ban due to a particularly serious offense, you will not need to exchange your Airport ID Card during this period. However, you will be required to comply with the ban.

Not doing so will breach the Airport User Regulations (FBO), the Traffic Regulations (V0) and the ID Card Regulations and will be punished accordingly.

Only Points Management at Fraport AG can view points
accounts.

All road users have the right to be informed up to twice a year of their current points tally. Requests for information of this kind are to be sent in writing to: Fraport AG – Punkteverwaltung, 60547 Frankfurt am Main, stating your last name, first name, address and ID card number. The “Safe traffic behavior in the movement areas” seminar is run in the driver training unit at Fraport AG, Building 501, Entrance C, Level 2.

The seminar takes place from 7:30 a.m. to 2:30 p.m.

The price per participant is €107.00 plus value-added tax. Fraport AG will send the invoice to the person signing up. Any assumption or sharing of costs will depend on the regulations set out by the relevant companies.

No. All employees will only have one points account, regardless of how many companies they work for at the airport. In this case, information on any points issued will be sent to the company for which the employee was working when the infringement was committed.

If you reach eight points, the corresponding action – revocation of your driving authorization or access authorization for the movement areas – will be taken based on your primary Airport ID Card. Road users will have to exchange their ID cards in the Airport ID Card Service Center as appropriate. In this case, all employers for which the employee works at the airport will be notified of this measure. This also applies if the employee has committed an infringement that results in their driving/access authorization for the movement areas being revoked immediately.
